I'm using Togetic in my current Polished. I'm holding off on evolving it until it learns more moves, and it's kind of ass right now. Hoping Togekiss is better. I'm playing the regular version though. Can Togetic even evolve in faithful?

Polished Crystal, 100%. I'm playing it for the first time right now and it's the best romhack I've played so far. It's exactly what the name suggests; Crystal with a ton of improvements. Running shoes, phys/spec split, earlier availability for mons that were Kanto-locked in the originals, and no trade evos. If you like GSC even a little then I can't recommend it enough.
