It was such a mess that rotation was introduced as an emergency measure to get rid of the "draw every card in your deck" and "energy removal spam" problems in one fell swoop (Cleffa was introduced to stop the hand destruction). Then they kept doing rotation to this day, so that any broken cards they accidentally print (and they often do) won't last forever.
