About the second part, I don't know if there's a card that has text like that, the best I can suggest is "During your Standby Phase: You can inflict damage to your opponent equal to the number of monsters on your side of the field x100, and if you do, take damage equal to the amount of damage inflicted to your opponent by this card's effect during your opponent's next Standby Phase."
