A few ideas on that:
Include Johto of course.
>Cycling road to be replaced with a large overpass of sorts, with the underside of it being explorable.>Celadon and Fuchsia being incorporated with a lot more Ecruteak or Violet structures and buildings. Make Fuchsia more of a festival village, purchasable masks.>Have the Johto bullet train always present in some fashion, being the rails hovering over a route or nearby but not accessible.>Move the Safari Zone to a remote Island as I think it's more interesting as a general Jurassic Park representation, perhaps this is where the bulk of Gen 3 and Gen 4 Pokemon would be found.>Greatly change Route 12, 13 and 15 to be more inspired and interesting. Maple trees, maybe a new tiny town that is focused on fishing. Create a "new" Power Plant that running on some kind of energy for a Team Rocket based event.>Vermillion city to be more based on Yokohama, filled with foreigners with a large dock area. Cranes, shipping crates and some of that pollution caused by Grimers. A smaller gambling corner placed here.
