Water and Ice are at the very least different states of matter. Rock and ground also fill similar niches, have a lot of overlapping aesthetics. Water type is clearly about fish/sea life while Ice is more focused on the temperature aspect and has large furry mammals, fir trees, etc. While rock and ground both tend to be 'rock monster' of some sort. What defining attribute makes Donphan a GROUND type instead of a rock type? Because he digs? Are rocks not also found underground? What about Marowak? She's not a digging pokemon! Bones are closer to rocks than dirt! Fossil Pokemon are always part rock but I thought bones were ground related not rock!?
I don't think they COULD be merged mostly because it would cause fuckery with type chart, but I reserve the right to still think it's incredibly fucking dumb.
