A lone man who was young at the time of the disaster stayed behind to take care of the last of the Guzzlords, which are slowly dying out. You capture one that he has nicknamed "Mr. Glutton" to take home.
In short, it's a ruined world with the last indigenous species slowly going extinct.
All this info is readily accessible by just reading the dialogue with the NPC and on the objects in the environment, I'm not sure how people began to think Guzzlord ruined it.
