When you encounter Red, it's literally the Red sprite from RBY. Professor Oak is the same sprite, in the same lab. You go to Kanto and although it's technically not as big, for the most part it looks like a 1:1 of Kanto but in color.
HGSS doesn't have this because it expands the region. It's yet another version of Kanto. Just like LGPE is another version again. It's the straight copy paste that actually makes it interesting in GSC.
For all the talk about how empty Kanto is in the originals, HGSS's expanded Kanto just feels like pointless padding anyway. It makes more sense for a champion trainer to be rushing through the region fast with all the HMs, desperate for more challenges. Not bogged down in Seafoam Islands fighting random trainers when you already beat Lance. The biggest problems with the game are the Rocket plot(final trainer still spams Koffing). And the level curve/party building issues, which are actually worse in the remakes.
