Gamefreak cares about the games and will on occasion buff weaker mons. They do it on their terms and nothing sooner. Expecting them to make everything viable when things never started like that is juvenile.
Maybe they'll get to your favorite mon someday; maybe they'll never touch it and just leave it in starting areas as "starter team" fodder. The only way you can really influence their decisions is to not buy the games and let your feedback known when THEY ask. And if that doesn't sound suitable then attempt to be hired by Gamefreak and make it to a high enough position to influence the game as you see fit.
