XY not only has a National Dex, Gen 6 is literally the ONLY Gen where you can obtain every non-Mythical Pokemon without needing to either transfer Pokemon in from a previous Gen, trade a Pokemon in from a spin-off game, or attend an Event. Gen 3 needed Colosseum/XD for Ho-Oh and Lugia and Gen 4 needed the Event Movie Regigigas to unlock the Regis in Platinum. The fact is that Bank was not necessary unless you needed to transfer certain Pokemon with their Hidden Abilities that could only be obtained in the Dream World from Gen 5. Even Bulbapedia states: "Generation VI is the only generation in which it is possible to import Pokémon from previous generations, but is not required in order to complete the National Pokédex (excluding Mythical Pokémon)"
