Assuming you flatten the level difference (which would otherwise give Cynthia a huge advantage), Raihan never has a team of six. Almost his entire team would get rekt by Togekiss alone. He has no fairy move to handle Spiritomb. Milotic has ice beam, Raihan never uses held items, both Lucario and Garchomp could probably OHKO gmax Duraladon.
