Legends Arceus has likely been in development since late 2018-early 2019 (a director would be working as early as basic planning and concept stages, which were certainly as early as 2018). Ohmori was working as director for SwSh up through 2019, which conflicts with PLA's likely development timing. Also, I wouldn't be surprised if, unfortunately, Ohmori is directing Gen 9 since he did both 7 (SM) and 8 (SwSh). Therefore, the Legends Arceus director is probably either Masuda or someone else entirely.
