In Roaming Red, you can start wherever you want with any starter, and everything is scaled to your level, so you're free to go wherever you want. In Crystal Clear, it's either New Bark or Pallet, you only get a small pool of starters, and you can easily break the game by just going to a mid/endgame route and catching something, since the wild pokemon WEREN'T scaled. The groundwork is there, with paths across water and removing one-way jumps and so on, they just need to implement the wild scaling so you can go wherever you want WITHOUT breaking the game in the process.
