Not even Lavesta's existence can delegitimize this since Cosmog and Kubfu exists, and GF have been breaking boundaries since Gen 4 with Manaphy being the first mythical that can lay eggs. Plus, we now know that there can be more than one legendary pokemon of the same species thanks to the Kanto bird trio and their Galarian forms. And since pokemon like Zarude and Zeraora can count as mythicals despite having little to no good reason for it, then why shouldn't Volcarona?
