It's more that there are OTHER mons with super high speed for no apparent reason (Why does Hoqliquein have 105 speed? Why does baboom have 110? Why does Macuarrior have 105? Why does Basilect have 106? Why does Musbushel have 105?) and there are some mons that SHOULD have high speed, but not as high as they do (Dilophlora has 110, Royjibiv has 113), not to mention that jaguile himself has a super low BST.
My favorite suggestion so far would have to be pic related, but swap his attack and speed, and somehow up his SPD. The other issue here is that this ONLY functions if he is using adrenaline.
