Luxray is the exact opposite. It has conventionally great stats, a gamebreaking ability, good enough movepool, and it puts in work from the moment you obtain it on Route 202.
If you want Absol to be half as good as Luxray in-game, you need to have a Baton Pass user Gorebyss (which I did since I actually play the games). Gorebyss and Absol synergies wonderfully with each other, and Absol was able to sweep through Juan and Wallace with relative ease because of it. This is what I mean when I say that you need to employ actual skill when using Hoenn mons. You can’t just turn your brain off when using Absol the same way you can when using Luxray. You’re an idiot.
