The place is a bakery where a squad of Slurpuff block the doorways leading to the next room and ultimately to the Leader.

In order to get past the Slurpuff, the player has to bake them a Bluk berry pie, a Leppa berry cake, and a cheesecake shaped like an Axew (the dragon shape is vital!) respectively.
In order to bake these desserts, the player has to fight the bakery's staff in order to get access to the ingredients and the ovens needed to bake it all together, but for each ingredient needed, there are red herring options that will waste your time and make you fight more trainers than is necessary.

The Gym Leader is just a man that loves to cook and thinks Fairy-Types are macho-as-hell forces of nature that make Dragon-Types weep.
