This isn't a suggestion, but an example: if you cut the pidgeys and meowth in lieu of adding in more staryus, an articuno, and another Lapras, then you would probably feel much more consistent. If you love those cut pidgeys, then go make a second deck around them. They don't necessarily need to be in here. Again, that's not a suggestion. Figure out what you want to do with the deck/what you enjoy playing and focus around that. Trim the fat and make the deck more reliable.
>picrelHere's another example. It's pretty obvious what the goal of this deck is. Every card serves make Venusaur work. There's no fluff. I don't need an Egg Ex because he doesn't help the Venusaur. Butterfrees are nice, but 3 cards is a big investment that probably won't even get played consistently. I love Pinsir, but there's no way I would slot him in over, say, X speeds or Potions. Find your purpose and pursue it.
