I'm not good at writing descriptions, but the idea is that it's a regional of Ditto, or just some other pokemon that happens to look like ditto, but it's less structurally stable so it's more like a puddle. In battle, it has to swallow and transform someone else to give it a more physical form, however it's can't control them. I guess in the wild they could also do this for fun just to mess with people.
