Seeing that the poster had said that any Pokemon past a certain amount would result in "bad eggs", we could say that event legendaries are now 100% downloadable. The only reason why these 3 were in the game opposed to the bad eggs could be because these Pokemon were already designed and put into the game so that the player may receive a key of some sort to open the Power Plant doors or wherever these Pokemon are found.
It is either that or confirmed for an expansion game confirmed for the distant future.
