>>52930037>>52940152The average player is shit which is why Smogon usually does Suspect Tests. There is no theoretical limit on how many people can vote in Suspect Tests. It's entirely based on skill. Or at least as much based on skill as Pokemon can be because of things like crits/burns deciding games.
The problem with suspect tests is that they take time to do. Chi-Yu definitely deserved the quick ban, but everything else should've been put up to a suspect.
