We like to make fun of Ash for his constant failures, but honestly he's got a pretty good life; an eternal 10 year old who gets to travel, meet new friends, have adventures and do what he loves. He might look silly to us with how he always chokes at the league, but in universe he seems to be pretty well respected for making it that far.
Whereas Team Rocket have shown they COULD be successes in other avenues, but they're so fixated on Pikachu and the twerps that they always let their chances slide. They're stuck in the same eternal loop, but without all the good stuff Ash gets out of it. All they really have is each other and the one or two new pokemon they meet each season, a boss that thinks they're useful at best and a constant stream of destroyed mechs and air balloons.
Plus I've been watching this for a while and I'm starting to suspect that they're not actually having sex off screen.
