We never saw its true form, only its head. It might be its gimmick that we do not know what is underneath, but for me it is just lazy and stupid design.

And its origin from radiated waste is just wacky and disturbing. This is unlike ghost mons that understandably can possess things and make it alive, but Grimer is just lazy design and concept.
Also Muk is structurally no different than Grimer. It is just bad design.

The thing is that they are supposed to be immobile and limbless, and they aren't a hivemind organism the way like Falinks, for example is.
It's a good thing that Exeggutor has great design to compensate. Probably should have made it a single evo Pokémon entirely.

The mouth is not connected to the face. Perhaps the concept is just too difficult to be taken into Pokémon.
