I'm talking full on DLC Quest.
It was Gen 4, in TEAM B's games (HG/SS).
Here's the important thing to consider.
Despite being a Gen 4 Event, Arceus's Event was unreleased, and instead, a Quest would activate when said Event was transferred to Team B's HG/SS.
Similarly to Arceus, Celebi was downloadable on all Gen 4 games, but only had an ACTUAL Event in Team B's HG/SS.

Team B handles the big Events, and like before, I believe that Event Pokemon sent to/downloaded into OR/AS will be the one to have DLC Quests.

I'll remind you that Arceus was a 4th Gen Pokemon, and had its big DLC Quest in the 2nd Gen remakes.
