It can do a lot of damage, sure, but it still dies really easily.
I'd say the winner this patch is Garde who gets to evolve at level 8 and fuck people's shit up with a buffed Psyshock.
Tsareena got a small Attack stat buff and Blissey got the cooldown of its egg moves reduced, so they're like the runner-ups of this patch.
They're on every other team nowadays.
