What are you asking? How to draw animals? How to design monsters? Regardless, here's some advice on fictionalizing an animal that might help put you in the right direction.
Figure out how something works in the real world. Take a look at the bones and muscles of an animal. Look at how the animal moves, see how those muscles function. This will teach you what kind of shapes to sketch, as well as what their limitations are. (Tracing over photos is really good practice for breaking down shapes. )
Making a cartoon involves simplifying and exaggerating those shapes. Note that the goal with a cartoon is making it easy to draw or animate. (This is more noticeable in recent Pokemon generations, since the originals weren't designed with art in mind. ) Basing your design on an animal gives you some benefits. What are the notable traits of an animal that you think should be exaggerated? What is it known for? (I think you have some correct approach to this with the "mane" fluff and big teeth. )
I did this little breakdown of studying and cartoon-ing a hyena, to hopefully help out a bit. Turning it into a Pokemon would be a whole other thing, but it's a start. If you OP don't find it useful maybe some other anons will.
