It doesn't really have the stats or typing to force that many things out and the best use of its ability would probably be capitalizing with big Volt Switches on switches. It's not fast enough to sweep, not strong enough to wallbreak, and not particularly bulky.
Still, I like the idea and Stakeout is a neat ability that could work for it.

Beedrill stats with flying stab make it instantly good, even if it's relying on Steel-Return and Drill Peck for damage. I think it gets U-Turn too, right? It really is like an alternative to Beedrill.
Gonna have to explain the theme a bit more, though.
