It would have Floette-E, the Zygarde Forms, Ash-Greninja, Magearna, and these Pokemon as a Gen 6.5 type of deal and would let you explore the areas cut off in XY. But 2016 was coming soon and they needed a new Region/Gen instead of the 6.5, so they scrapped it early on, leaving the Zygarde forms, Ash Greninja, and Magearna in Alola.
This would explain why Zygarde was in Alola for no reason story wise, why TA and TW were in XY, why Ash Greninja being a pseudo-mega was introduced in SM, why Magearna looks European and has nothing to do with Hawaii, why some of these concepts in this list leak from way back are so similar to Alolan Pokemon like the Bed Sheets, and why places like the Power Plant and Southern France were cut off XY.
It also explains why XY were the only pairs of games to not get update games.
