Leggings have been worn by laborers in Japan for hundreds of years, ignoring the fact that it isn't even the Edo period. Plus, they likely didn't want upskirt shots with all the dodge rolling.
I always thought it was disappointing you could buy a suit but not a dress, but the reason is probably because they couldn't be fucked to make it work with the animations (especially riding mounts)
