In the anime he disguises himself as some hippie and his actual design looks like old Blaine, but in the manga he actually looks like old Blaine when disguised, and his normal appareance reflects his in-game Blaine sprite, with an added moustache. Changing the design of a character in an anime might be more expensive than changing plans in a manga, though.
