A better comparison would be Fire Emblem that is also a long game (by gba standards) and has to use repeated assets in order to save space. You don't make a world as big as pokemon or a game with as many missions as fire emblem without sacrificing something on the very limited hardware. I don't think RS looks amazing but it's not outdated considering most other rpgs on the platform looked similar and offered less content
