That means the movie had to be produced in only 7 months to air by July of 1998, and that's in addition to extra content to make up for the Porygon incident messing up the tie-ins episodes... which were already scheduled to originally air in July of 1998 before being pushed back to September.
So, Shudo either has to be wrong or they slogged hard to plan and work everything out, which is unlikely, but possible, especially since the original trailer from early 1998 (which still said the film was coming out in July) didn't have anything to do with the actual movie (and appeared to have themes relating to the anime's original plan of only lasting a single season.)
