Anyone who has had more than one Pokemon game under their belt would be able to ascertain the difficulty they're comfortable with at the start.
2. If you don't want first time players to use those options, you can make the unlockables, allow someone to change them back to standard mid-playthrough (like Draconian Quest), or make them a reward for beating the game once.
3. Giving players difficulty options doesn't make the game worse. Plenty of games have difficulty options in them, with either a difficulty selection on startup or a granular approach like with Super Smash Bros or Dragon Quest XI.
