None of Electrode's entries mention people confusing it for a pokeball. In fact, none of them mention pokeballs at all. People know EXACTLY what it is, they KNOW to stay the fuck away from it, and they KNOW it's not a pokeball. While Amoonguss is a bad mimic, Foongus is canonically a GOOD one, and DOES lure pokemon in, just like voltorb. By evolving, growing larger and getting 2 additional caps, it lost that ability, because it became more obvious that it's not actually a pokeball.
