Yanma has a 1% find rate on one route most people don't even explore. Houndour appears in an obscure grass patch in the Kanto region. Murkrow only appears in Kanto. Skarmory has a 5% find rate on a path you travel after you beat all the gyms.
Playing through Gen II, most of the pokemon you encounter are from Gen I. Why did they make it so hard to get Gen II pokemon?
