Limiting their bst for in game would be strange, everyone I grew up with had their starter carry their first playthrough as kids anyway. I suppose comparing it to pseudo legendaries, who evolve very late, might be the cause as they always have starters fully evolve around the 30-36 range, so consistently mid game.
