In Red and Blue, trainers will just have the moves their Pokémon would learn naturally at their levels. For example, in the final battle against Champion Blue, his Exceggutor only has Barrage, Hypnosis and Stomp, which are the tree moves a Exceggutor learns by itself. His Rhydon only has Tail Whip, Horn Attack, Leer and Horn Drill, which are the last four moves it learns by leveling up.
