I'm having trouble finding a reason to run Pikachu over any other ranged DPS character. His damage isn't close to as good as Cinder or Ninja, his power at zoning isn't as good as Gardevoir, in his effective range, he's weaker than A-Ninetales since Paralysis is a monumentally weaker status effect than freezing, and finally his Ult is a greater danger to him than the enemy team.
