The last one, in particular, would give even more confusion to players. It could be argued that hundreds of pokemon can be fitted into lower tiers without certain moves. Mega Kangaskhan without STAB can become Mega Kangaskhan without physical attacks for UU and Mega Kangaskhan with only Seismic Toss for NU. Also, absolutely nobody is arguing that an Uber should be OU without certain attacks or STAB.
Of course, if you feel we're wrong, gather a couple of people and make your own metagame where Iceus can be OU.
