Geez, its almost like the guaranteed value of hazard-stacking isn't so guaranteed anymore and a play-style that depends on hazards to reliably manage offensive and defensive switches for you isn't so reliable anymore.
If your team can't pull off something as basic as punishing a switch by itself then it is either poorly constructed or the opponent has apparently outplayed you to the point that they've achieved their win condition via Tangrowth. Both would be your fault, not HDB. And no, don't give me a 'but HDB made getting to that wincon unduly easy for the oppo and unduly hard for me to punish!'. I simply don't believe the item is that good. It does nothing outside of a hazard-stacking meta, which is why we're talking about it in a strictly smogon singles 6v6 context to begin with. That being the case, maybe its time for smogon 6v6 to evolve into something that is HDB aware.
