Its seems to be an evolution of the older mesh designs with artificial muscles in place of boi-organics. It's an interesting change at the least from most of the chunkier styles which usually are designed more like a swiss army knife.
Your head cannon is kinda neat too, and I can see your angle on things, and the pokemon world is certainly high tech enough to pull it off.
