Casual raiding doesn't exist in towns without remote raid passes. It doesn't matter if you drive around all day you'll find zero people you can group up with all in person raiding must be coordinated but even then the way my local group had to do shadow lugia raids was to drive around with someone posting locations in the chat on campfire, it was hectic so it feels terrible to raid legendary pokemon without a raid hour if you don't live in a city because we can gather at a park with 4 gyms all within reasonable walking distance.
What needs to happen is the daily free pass need to become a remote pass and there needs to be a new call out system that tells everyone playing within a massive range that some guy has started a raid and you are welcome to join. In city's this feature would be annoying and almost useless but for everywhere else it would be a god send so just let people turn off raid requests if they want
