Both typhlosion forms are actually based on character design tropes in manga and anime
Johto Typhlosion is meant to evoke a juvenile delinquent, which is more apparent when you also look at its pre-evos Cyndaquil and Quilava, who are a happy schoolkid w/backpack and a punk w/mohawk hair
This is part of why they all look weird in 3D. Their flames are integral to their designs, and without them you end up with Typhlosion looking like just a yellow Man.
Keeping this in mind, H-Typhlosion we can then see as being nothing other than a flavor of Chuuni. A little edgelord with an overactive imagination. I mean fucks sake it's signature move is called infernal parade. You can not get more chuuni than that.
I'm not the biggest fan personally. I would have preferred they went with a different japanese schoolkid trope, or leaned harder into the chuuni shit. But you'd have to be blind not to see it for what it is.
