>>47686178I'm not gonna say Milotic isn't inspired by mermaids, but I'm pretty sure it's gimmick is being a more graceful counterpart to Gyarados. Both start as shitty fish, but one evolves through care and is rare while the other does through hardship and is fucking everywhere. Gyarados chimps out and destroys shit, Milotic is chill and has a soothing song. Gyarados is "just" a koi fish that turns into a dragon, Milotic turns into a messenger of the dragon god. If anything it should be dragon type due to those inspirations and its egg group.
