You keep saying that common magnetic objects would never be brought together IRL to resemble Magnemite, which is unlikely on its own, but you still haven't explained how I'd find bags outside arranged exactly like Garbodor with all of its design elements.
Last time I checked, magnetic balls are common, screws are common, and magnets tend to bring those together, but garbage bags don't randomly sprout large round ears, long poison hose appendages, a hammer arm partially made of steel, and a O-shaped mouth filled with sharp blades. Also feet.
