Collared Pratincole is the species that inhabits Spain during the spring and summer. They are quick, agile flyers, which makes sense for an Electric type, and despite their aerial lifestyle they are technically waterbirds with partially webbed feet, so the "waterfowl/seagull" leaks weren't entirely off-base (knew they couldn't be trusted when fucking Cramorant was called a seagull).
As for the evolution, almost every recent regional bird has changed species, sometimes dramatically. We've had chickadee/tit to raven, woodpecker to toucan, robin to falcon, pigeon to pheasant, and starling to weird bird of prey in recent generations. I could see them keeping the aerial waterbird theme and going for a frigatebird, which would also keep the forked tail and long wings. But maybe they go in a different direction and make it an albatross, a gannet, or some other type of seabird. Hopefully we don't have to wait much longer for leaked info.
