The "want to get stronger to defend my hometown" personality is something that could've been applied to literally any pokemon there is. And it would've given the same effect in the end. The end design of the pokemon in question doesn't change, so personality is not something that you can use to describe as a plus in terms of an entire Species. Goodra is still terribad and nothing has changed until the actual design changes.
