During the recent video from the devs, they explicitly said to use Grimsley's Snatch against Mewtwo. Currently, Snatch is so poorly designed that it will fail completely if the opponent is immune to start drops. This goes for ANY stat, so even if the opponent only has a Speed drop immunity, Snatch will fail completely.
Unless DeNA is pic related enough to not know that a move they advertised to use against Mewtwo will not work against him, you can bet Mewtwo can be reliably debuffed.
