>>44125112Because he hasn't done anything to make him seem strong. The last time a Champion seemed strong was in XY with Diantha even though she got pushed around. The reason being because the series handled Mega Evolution well by showing how powerful they were compared to regular Pokemon while also having far more engaging battles. XY was really contained in itself but it made battles feel like challenges and difficult because of the skill required. Sun and Moon destroyed that image with Z-Moves being able to 1-tap Mega's easily. The only Mega in SM which felt like a monster was Brock's Steelix which had a kino fight. Z-Moves, especially 10M Volt VS Guardian of Alola broke the powerscaling in the series where shit has just gotten ridiculous. Megas were juiced up Pokemon, but then Dymax/Z-Moves came and ruined them by poorly balancing the way they were shown. Leon needs to do beat a top trainer without Dymaxing and by using Pokemon other then Charizard. Tobias unironically seems stronger then Lance and Leon because of how onesided and strong Darkrai and Latio's were shown to be.
