For me, pic related. I love Hugh, especially with his awesome music, but I feel like he needs to be more of a rival rather than "friend you occasionally battle with and grew up with and is angst ridden about his sister's Pokemon". I think he's cool, and I want him to have goals aside from that. I'd want to see him vow to be the strongest trainer and take on the Champion, one that won't lose to anyone and would also vow to make sure no one loses their Pokemon at the hands of evil doers... or... something, I don't know.
But what I do think he could have done with his team is definitely revamp it. I'd give him an Eevee rather than the elemental monkey, because I think we've seen enough of those from the first games, and plus it could reference Blue from Pokemon Yellow. You also shouldn't face him at Floccessy Ranch, but rather right before you leave southwestern Unova. He'd probably just use a Tranquill and second stage of his starter. Then, starting with his tag battles in Castelia Sewers, he'd use an Eevee, which would evolve depending on what his starter is. His PWT team would be his starter, the Eeveelution, and a Heracross, the latter two replacing the monkey and Tranquill. At Undella Town, he'd gain a Skarmory. I'm thinking this could be his final team, depending on his starter:

> Skarmory, Heracross, Vaporeon, Eelektross, Whimsicott, Emboar
> Skarmory, Heracross, Flareon, Eelektross, Seismitoad, Serperior
I'd say this would make him much more formidable as a trainer, at least. He'd have a variety of types and it'd really take advantage of the great Pokemon selection available in these games.
So, what characters would you want to see improved, either by personality or Pokemon choices?
