It's clearly the same animation, but again, so the fuck what? It's a generic animation for someone excitedly explaining something. They were going to be waving their arms and bouncing like that regardless, so why make a new animation for that when the old one with some additional bone movement for the mouth and bag works just fine?
What difference would it have made if they actually went and made a slightly different armwaving explanation animation?

Hop's mouth is clearly moving there. Even in those like 20 frames in the OP we see Hop's mouth in many different positions showing he's talking. You can see his teeth in some frames, others it's his open mouth and others it's closed. So it's not even just a single joint flapping, but actual lip movement.
